He's not in the list - only one JACKSON (Syd), and no Sam at all.  :-\

As Sam was a brickie's labourer, I don't think there was any chance of him being mayor in those days.

Another point which I don't think has been considered; Alison do you have independent corroboration i.e. another photo that the picture is in fact him? Many local authorities keep pictures of past Mayors and Council chairmen on the wall of the council chamber or possibly the council office, might be worth an email to the council.
