missing enumeration district?

i have been trying to track Evan Hughes (b 1832) of Tredegar in the 1861 census.

In the 1871 census he is in enumeration district 11 for Tredegar.

but this is missing from the list on Ancestry for 1861.

questions

do enumeration districts stay the same

and

is this an error on Ancestry's part or is this ED missing completely.

I know ancestry say they are complete but I've had difficulty finding things that I've found easily on 1837 online and elsewhere, if you know other people who were with him at the address try searching for them and you may come up lucky, this happened to me on ancestry.

try putting this in Ancestry

 1861 Wales Census > Monmouthshire > Bedwellty

then Tredegar.
 
if you have difficulty finding enumeration districts, type Ancestry followed by census year and then enumeration district in Google, this seems to bring all up.

I would be extremely surprised if EDs stayed the same.  The population is increasing and towns and villages are also growing in size and boundaries are also changing.

It is possible that Evan is in the 1861 but Ancestry have not yet posted that page, or they, or the original enumerator, may have mistranscribed his name.  Also about 4% of the population managed to escape being caught by the census process.

It is also possible that he was enumerated as Hugh Evans, or the enumerator may not have understood his accent, or been very poor at spelling.  If you think he was definitely in Tredegar then a page by page search may find him.  There are probably about 30,000 people in that area so it will take a little time.  (Yes, I have done this for Bath 1861 with a population in excess of this.)

Also it may be worth looking for other transcriptions of the index in case someone else has transcribed him correctly.  Unfortunately FreeCEN has only started 1891 and 1871 so it will be a little while before we get round to 1861.

The Gwent Fhs index for  Bedwelty 1861 has only one
Evan Hughes of the approximate age.
He is at  4000 60 21  and is included on Ancestry.
Bear in mind that there are over 6000 missing names in
Bedwelty 1861 due to lost records.

thanks - this is the information i was after!!!

the one on Ancestry doesn't seem to be mine - mine was a puddler, and the one on ancestry a servant.

Do you have access to the 1851 census?  if so would you be able to find him on there for me?

ps.  does the FHS have a list of burials etc? for tredegar church?  Evan was my gggrandfather, but was deceased when my ggrandfather got married.  In fact i think he died between 1871 and 1881.

I am also trying to work out if he had 2 marriages, as he is shown living with his daughter in 1871, but my ggrandfather is only with his mother in 1881, who is shown as a widow.
