Horseman's Row was south off Gt. Britain Street (later Parnell St.) between Chapel Lane and Moore St. Street listing details are not included in Thom's 1910 - but as far as I remember the street consisted of some tenements.

Unfortunately searching by location in a directory is not practical since the streets are in alphabetical order, but I had a look at the western end of Gt. Britain St/Parnell street for a listing of a School or locksmith - but did not find anything.
You could try the Historic Maps on the OSI website - the 25" version is from slightly earlier (c1907 for this sheet) but they sometimes show schools.

My mother lived in Sampson's Lane, near Horseman's Row. She went to school in Kings Inn Street School which was nearby - I would say she started school in circa 1925. The school was 're-built' in circa 1950s and became a secondary school. The primary school was renamed and relocated not to far away.
I tried a few years ago to track down the school registers but got nowhere at the time and had to leave it. I hope this is of some assistance.
