He's dressed very formally & looks like he's going to his wedding.At least 1890's & possibly into the early 1900's.He's wearing a very short jacket & his waistcoat has steep peaks which look more 1890's.

In my opinion the marriage residence is not always the place of birth. Never forget Workhouse and overseers accounts records of birth

Thankyou all...Charles, Jim, DobFarm and of course Carolyn. Great stuff and as far as date that mid to late 1890's works well with what I know. He was a bit of a bounder and ran off to Australia and opened a corn mill in the middle of nowhere. Cheers, Sol
