In bad need of restoration - Scan of Photocopy?

Can anything be done to clean this up? I can't remember where I got the pic from several years ago but it may be a scan of a scan and although it's scanned at a high resolution it isn't very good.  The picture is of my dad when he was young and means a lot to me so I would like to restore it if possible to make an actual pic out of it.

These are all wonderful and better than what I could have hoped for so - thank you!  I love the black and white - although I wonder if it's possible to colorize it as well? 

Mom says she first fell in love with my dad because of this picture but she no longer has it (it was a small picture o begin with).  This will be a wonderful surprise for her.  :D
