Is this your chap?

http://trove.nla.gov.au/ndp/del/article/13484995 SMH 4 Dec 1880, giving d o d 26 Nov 1880, at his son's residence, 18 Buckingham St ?

NSW SRO Deceased Estates Index shows probate granted 7 Feb 1881.

I have not found your William Lockwood listed on the several indexes of the NSW Civil Establishment that I hold.  I carefully checked the one for 1877.

I understand the full lists are held by the NSW SRO, and/or NSW SL but they could well be held by the NSW Parliament, as part of the Votes and Proceedings of Parliament, committing funds for the various institutions of government.

Cheers,  JM

Pleased to help  ;)

Don't overlook that your William Lockwood was aged about 63 when the Metropolitan Transit Commission was established under the chairmanship of James Merriman in 1873.

This should be a link to a 29 page book published in 1897 by the New South Wales Metropolitan Transit Commission
