"Metropolitan" would be a smaller area than is now considered as Sydney.
And in the period 1830 - 1860, it would be confined to Sydney Town. I have had a good look through my records, notes, books, etc and simply put, I have not found any mention of Metropolitan Transit Commissioners operating in that era. As Cando has noted, yes, they were around in the 1870s, but NOT EARLIER, sorry.
I can see a William LOCKWOOD at 6 Helena terrace, Pyrmont in the 1873 Sands Directory.
Perhaps he was associated with TRAMS.
