Rounsley is a fairly rare name as it is an Anglicization of the Cornish name Rouncevell (or variants). I have a Naomi Penrose marrying a Francis Rounsley in 1882 probably in Mary Tavy, Devonshire, England, as both were born in Mary Tavy. The Rounsley and the Penrose families probably would have known eachother.
