How do I post a new topic

I'm a real beginner - and on the Forum board, I only have buttons that say - reply - notify - send to a friend.  So how do I get started with a new topic?
Please can someone help me?  Tell me what I'm doing wrong please. ???

On the home page, scroll down until you find a topic under "Board Name" ie Ireland, Scotland or Armed forces etc.
Click on your chosen topic and then select new topic.
Type in your query and send.

Please bear with this silver surfer, because I'm having a similar problem myself. I want to post a link to the History of Wollaston forum, but in the Useful Links section there are only two buttons 'notify' and 'new poll'. I can't see a button for 'new post'.
