Civilian or Military and date please

Trying to establish whether this is a military or uniformed civilian group. Also any stab at an approximate date would be helpful. Produced on commercial printed 'postcard' stock, but without annotation on the reverse

The cap badge appears to be different on the man with the moustache. Looking at the photo of the man in the middle  with basket in front of him on the left, looks very much my grandfather whom i have a photo of him in the RFA in ww1, i've tried to get a closer up look at it but does n't really help, i could email you a copy if you want of the unit. PM me if you want. The apron on the one looks like an old butchers apron. Prossibly an army canteen

Other ranks dining hall, filled with mainly men of the Gloster Regt...And one other cap badge I couldnt quite make out..

Very similar to a surviving example at Stow Maries in Essex...

Thanks I'm on a different mission now.
Given your estimate of date and  the Glosters, I'm fairly certain I can now identify a particular face
