I have no idea if the 2 Burrows are related.
I just mentioned it out of interest, however I will have a bit of a dig through what I have and see if I can find a link at all.

Pam I found a tree for your Frederick William and I can't see a connection unless it was in England prior to emigration. Anyway enjoy your 'dig'

In the book I have (Caroline Eleanor Burrows/Ferrier nee Meredith 1813-1893 Burrows Descendants) there are some born and lived in WA however no names match.

No Colin burrows was my great uncle, my dad's uncle. Patricia Burrows is my grandmother, my dad's mum and Colin's sister. From what I can tell Jack Burrows is Patricia,Esma and Colin's uncle.

Perhaps he is FJT's youngest brother John Leslie

Yes John Leslie is on the Victorian 1931 electoral roll with his parents and Frederick John [1931] as a timber worker. John Leslie
BURROWS
is on the Victorian electoral roll from 1915 to 1936. He enlisted in 1939 in WW2.
Do you have any other info about "Jack"?
As he was only born 1902 he wouldn't have been eligible to vote until c1923 so if he was in WA prior to that date there is really no way of tracing him via the rolls.
