My father Thomas Henry HORSHAM was born on 20 October 1911, in, I believe, Heavitree Devon (St Thomas).  I am trying to trace the names and dates of birth of his parents.  My father joined the Navy in 1931.  The family moved to Wareham (or East Stoke) Dorset, where he met my mother, they married in 1936.  The HORSHAMS seem very elusive, I have found a Thomas Henry who joined the Navy in 1902, his birth place was Exeter.  My father's father may have been a Harry HORSHAM, I only knew his mother as 'little Nan'.

I would appreciate any help you can give me to get me started.

The obvious and most accurate way to start is to buy your father's birth certificate. That said, FREEBMD shows a registration for a Thomas H HORSHAM in St Thomas district, December qtr 1911 vol 5b page 88, with mother's maiden name given as AYRE.
A marriage is shown in Tiverton district, September qtr 1907 between a Harry Stewart HORSHAM and a Jessie AYRE.
The 1911 census shows a Harry HORSHAM aged 37, a farm bailiff, born Sidbury, his wife Jessie aged 35, born Witheridge (married 4 years, 2 children born, only one surviving) and a daughter Joy aged 1-1/2 born Countess Weir. The family were living in Countess Weir. 1851 basically the same (except everyone is 10yrs younger and John is a Farm Bailiff) so looks like only 2 Children born to John/Sarah.

1851 they are in the Newton Abbot Reg District so this is probably the Marriage;

On the same page is Sarah Salway CARNELL

Sarah Selway CARNALL was Christened 15 June 1820, Clyst Hydon, Devon to JOHN/SARAH

You are very welcome. You 'may' have a problem with finding Jessie AYRE - I found her in 1891 aged 16 b. Witheridge, in service. Her birth regn is shown in South Molton district (which covers Witheridge) March qtr 1876 vol 5b page 465. In 1881 her name was spelled Jessey AYRE and her parents were Thomas & Ellen.
Thomas AYRE married Ellen HAMMETT/HOMMETT/HAMMELL/HOMMELL (there appears to be some uncertainty regarding the transcription) in Tiverton district vol 5b page 685, March qtr 1872.

OK Elizabeth Emma Stuart is probably illegitimate and the Daug of a Susannah Stuart/Stewart.
You may need her Birth Cert to confirm my theory as I cant find a Christening for her
