Mr Ridley was not just the Deputy Registrar General in 1901 but also the Registrar of Vital Statistics ... He was the Census taker  ;)

It turned out that

Mr Ridley was not just the Deputy Registrar General, nor just the Registrar of Vital Statistics, but he was also the Registrar for Wards of the State, and thus the senior public servant appointed by the Cabinet of the NSW government to the formal position of   "Guardian of Minors."
