Only one to find is Victor Albert, no idea when died or buried, just before 1999.
If you haven't already, I think I've managed to eliminate the three Victor no-middle-name SMITH's on BDM NZ deaths. Definitely the last two and most likely the first one.

1994/34713 - SMITH, Victor - buried in Hastings, headstone gives different army serial number to Victor
1998/20070 - SMITH, Victor - b.1923 so too young for 1938 electoral roll
You could always try for Victor's WW2 service record. It may note his death, although the NZDF usually want proof of death before sending it out. But it's pretty easy using electoral rolls to link Victor's WW2 Nominal roll listing to the 1999 death notice for Leslie James SMITH, which you said mentions his brother Victor as deceased. Would be interesting to see if the NZDF accept that as proof.
