To have a fighting chance of spotting any clues we need to see it a lot bigger please.
Squinting at a photo an inch high on my monitor won't work.  :-\

Can you rescan at a high res?

That's certainly clearer all round.
Not clear enough to identify the collar badges though, and I suspect that's the best clue.
