I have found him in Ireland in 1921

It is the correct dob
Grant in Tipperary
Piper in Tipperary
Blong in Leix
Watson in Offaly
Pugh in North Wales

So sorry for lack of response!!  I need to pick up this chaps trail again!  Corisande - you say you found him in Ireland in 1921 - was that on a census?  Or militia/RIC ?
