What you describe is the British War Medal. I'm afraid this is outside my normal collecting area, so I will leave it to others to offer further advice.

Can only see one guy on RNR medal Rolls to that name he was awarded a British War Medal maybe he was Mercantile Marine who served under RN Terms ? Is the Arklow man a possibility?
Are there any signs that the rank or number has been removed? or worn away?

Having now done a little further research I'm inclined to agree with Ady that this medal was awarded to a Merchant Seaman. If you are satisfied that the man found by Ady is your man you could order a photograph of him from the following site:

Just to add to this Merchantile Marine members were awarded the British War Medal and the Mechantile Marine Medal for 1 or more transits through a war zone.
