Hi,
     Is there any way I can find out if a Robert James Bill and his wife Mary Ann (Barklie ) emigrated between 1903 and 1910.   Thank you

Try http://www.findmypast.co.uk/passengerListPersonSearchStart.action to start with to see if you can see them leaving the UK.
Census information is Crown Copyright, from www.nationalarchives.gov.uk

If you check ellis island  records http://www.ellisisland.org you will see see 2 Mary Bills`listed. There is also several Robert Bills`listed.

It is free to search but the manifest images do not seem to be available.

Difficult to help without any idea of their ages/dates of birth. Both Robert Bills (Robert W. and Robert William- possible same person?) in Ellis Island records went to U.S. in 1920 and were in their 60s and both those manifests are available.
There's a Mary Bill age 30 listed leaving from Belfast but she's single.
Away sorting out DNA matches... I may be gone for some time many years!
