Help with Birth Record Notation (COMPLETE THANK-YOU)

This was written in the margin of a 1902 birth record.  This was the birth of an illegitimate child in the parish of Dryfesdale in the county of Dumfries

Paternity of child found by? ...... ??? ??? ???

It says:
Paternity of child found by
Dec. of Court
See Reg. of ...

I can't make out what follows, I assume it is the alternate name of the child. I'm not sure whether "Dec." is Decision or Decree or Declaration (or something else :) ).

My guess:

Dec [assuming short for decision or decided as per Alexander's interpretation which makes sense] of C...st
Scc ...og of .... E...l Vol
2/1...
24th ... 190.

You should ask Scotland's People for a clearer copy. They're pretty good with these kinds of requests.  :)

Thanks.  I have sent a note to Scotlands People for a clearer image so we will see what it says but what you say makes perfect sense.

If this is indeed what it says how does one go about seeing the entry that the note refers to?

It took you guys two minutes to decipher what we have been trying to do for an hour and gave up on.
