I think you're looking at a date of late 1890's - early 1900's.
The number is a ref. no.
This is a stock photo rather than one commissioned.

Thank you all for your input.  I thought that if I had the full refernce at the bottom of the photograph, I would be able to locate the original and discover date and photographer..  If it reads 16027uk, is it possible trace it?

The scan that I have is taken fron the site you listed, Pru- unfortunately I don't have a website,

Hi Paul,
Just wanted to check that the photo was not copyright to the owner of that website.  Did you get their permission to download it?
