I think it says "Sealcot, India", meaning Sialkot in the Punjab (now in Pakistan). There was a sizable British garrison there, but I can't find out whether the 73rd (Perthshire) Regiment of Foot were there in the period 1863-65. They were certainly in India during the Sepoy Mutiny of 1857. Then in 1866 they went to Hong Kong and China for 2 years, then Ceylon until 1874, and then back to India.
