I've been able to confirm 2 trips to the US for Clara and children between 1890 and 1900 which would explain how Elizabeth could be born in the US in 1891, baptised in England in 1894 and then have a sister born in the US in 1898.
FindMyPast has an outgoing passenger list entry for Mrs. Clara Tetley and infant Tetley departing from Liverpool on the Teutonic on 29 Oct 1890 bound for New York. There is also a passenger list entry for John Tetley who departed from Liverpool on 9 Jul 1890 on the Teutonic bound for New York.
There is also a passenger list entry for Clara, Edith and Elizabeth Tetley arriving in New York on the Teutonic on 10 Oct 1894. They are listed as coming from Burkenshaw and destined for Jamestown. If you can't access Ancestry's US records, the passenger list can be viewed at the Ellis Island website:
