In the 1861 census their 3-yr-old daughter Ann is shown with birthplace "America".  Have you considered that they may have married there?

There won't be a birth certificate if she was born before civil registration, as it appears from the 1861 census in which she was 35.  Civil registration only came in with effect from 1 July 1837.  Before that one would be looking for a baptismal record at best.

Thank you avm228 and Rob I have thought of America as marriage place but I would not know where to start looking,  as she gave her birth place as Armitage( I take it that is in Staffordshire) what churches would have been there in the  1830s when she was born

Genuki is always the place to start to locate church records locations and churches see http://www.genuki.org.uk/big/eng/STS/Armitage/index.html#ChurchRecords
