Can this be cleaned up?

I recently just lost my Aunt and cousin (both the females in this pictures) and would like to have copies made from this original to give to my family. This needs a clean up but I was wondering if we can do a separate pic of the little girl as I would like to blow it up to an 8x10 for her daughters.  Anything else that anyone would think of would be appreciated (Ie: colouring, special effects, etc) I scanned it at 1200 resolution and reduced the file size (hope this is done correctly). quick one from me
GUIDE FOR PHOTO RESTORATIONS PLEASE MAKE SURE YOUR SCANNER BED IS CLEAN AND SCAN AT A RESOLUTION OF 300-600 WITH THE SCALE AT 100% MINIMUM.

If you would like a coloured version, details such as hair colour , eyes and clothing etc.  if known  would be helpful to restorers

I've said it before - you guys are SO CLEVER!!!!  Even making an arm and extending the frock on the little girl....... I have tried and am rubbish - very well done - again!
