Could this image be restored? COMPLETED thank you

This is one of two images retrieved from a strip of colour negative film.  They have both been very badly damaged by water and grit.  I wonder,  can the present image be improved at all?

Well,  i guess in answer to my original post  " Could this image be restored'   the answer is most certainly yes.  Thank you all for your time and skill,  perhaps now i can post the other,  more damaged scanned image next week,  with more confidence.
