Date please and tidy up if possible

This is a copy of a pic which we believe is of George Legg. He was a Master mariner in the late 1800's, in foreign going ships. We think this may be a passport pic as it has the Lieutenant Governors stamp on it (the Lieutenant Governor is the monarch's representative on Guernsey) and passports are issued by him.  Would Legg have been required to have a passport or ID document.  He was born in 1837 and was Master of a number of ships between 1873 and 1892. Are his clothes from that date?  any ideas would be helpful.

My pleasure Allan and look forward to seeing more...Could you please scan any further photos in Colour rather than greyscale as it picks up all the tonal range and the finshed product has more depth.
