Welsh residents are able to register on the Library of Wales site - www.llgc.org.uk - this will take you to the Gale site on which you will find 19th Century newspapers.  The Western Mail archive can be accessed within this site.
However, you must reside in Wales and provide a Welsh postcode.    Hope that this helps!

Hi Janniehr

Once you have logged on to the site, go to the Gale 19th C newspapers section......click on the 'browse newspapers by location,  click on Wales for drop-down menu, then click Cardiff for the Western Mail.
