I see there are two birth entries for Frederick Thomas Chignell in Newport Pagnell, one in 1872 who seems to have died in 1872 and the other in 1873. I suppose it could be the same family who, having lost one son, gave the next one the same name, which often happened then.
In Mar 1880, aged 35 also in Newport Pagnell, there is a death of a Frederick W H Chignell, I wonder if that was his father.
Like you, I couldn't find any appropriate Chignell's on the census, apart from 1861, when there was a Frederick Chignell (possibly the father, who was still a single man) who was a soldier in the army.
I can't find any death for Frederick Thomas Chignell, but what I have found is a marriage for Edith Chignell in Wakefield, which is where her family comes from, looking at the 1891 census. I think on the 1901 census she was working away from home, so not sure if I found the correct Edith.
June 1913 Wakefield 9c 132 Edith Chignell married Joseph W Jubb.
Presumably, Edith either divorced Frederick (if she could find him

) or he died, or he'd been missing for 7 years.
