Can this photo be restored?

Could someone see if this photo can be corrected? My Momma is the tall child at age 10. she asked me if it could be fixed. It's of her and 2 old friends. She also stated that it looked like something was over her mouth. I told her it looked like a mustache. LOL.  Any help will be appreciated.

Hi Donna  :)

Unfortunately this is far too small to do anything worthwhile with  - this is 9 kb, including the scanner bed and we like them to be around 500 kb :-\

Is it possible for you to rescan , without the scanner lid, at 300 -600 dpi.
