1851 census..born...where?

I wonder if anyone can help me with this one please. 

My gg-grandfather was Charles Barnett.  He married Rachel Harvey in 1852 in Norbiton.  In the 1861 census they are in Croydon, Surrey, and he's recorded as having been born c.1805 "board of apollo frigate - at sea?" 

He was an excavator and I'm sure I've found him in 1851 in Surbiton, Surrey boarding at an Inn at "Seething Wells" which at the time was the site of a new waterworks.
His marriage certificate (1852) gives his age as 34..so born 1818.  I know his age looks like 13 - but I'm hoping that's a mistake.  Can anyone make out his place of birth please?  The Apollo was built at Portsmouth and I think his father (James) would have been working on it in dock - rather than a crew member..but who knows!!  Any help will be much appreciated.  Thanks in advance - Dazey

23 (so still ten years out); and Hants, Sutton (there is a Bishops Sutton and a Long Sutton in Hampshire).

There's a 20-24 year old Chas Barnett, labourer, in Croydon born out of county who may be your man (HO107/1078)

There was no HMS Apollo at sea in 1805. The last of that name had sunk on the Spanish coast in 1804. Another, the fifth of that name, was built but had not been launched by 1805 as far as records show. I doubt if a pregnant woman would have been on a shake-down cruise. In 1806 it was operating off the coast of Italy.

There was always an Apollo since it was a class of frigate.
Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

I have to say the name does not look like "Barnett" to me - more like "Barrett".   The age is definitely written as "13".  He is an excavator at the water works, and birthplace is definitely Hants (Hampshire).  However, the first letter of the placename is hard to make out.  The writing on the page is very nice and clear, and the letter doesn't match with any other "S" on the page. 

It would make sense for it to be "Sutton" as according to the Genuki gazetteer, there are only two place names in Hampshire ending in "-utton":  Bishop Sutton and Long Sutton  :)

There's a district in Portsmouth, Hampshire called 'Fratton'. It's very near to the docks. It's another possibility.

I would say Hants but difficult to decipher the other bit.
