I had a reply about your pub on the Liverpool forum nothing about mine
"According to Kelly's Directory of 1860 Regent Road 253 didn't exist, the street shows less than 80, although it might have expanded later on. I can't find any trace of Joseph Mulvey as a publican also.

thank you so much for trying Trees. Really appreiate it. I saw that Regent Road is an extension of waterloo and runs parallel the shore line. There is a smaller street off Waterloo part of the road called Regent street which is parallel to Porter Street. It's odd we can't find 253 but who knows, maybe a transcription error?

I have just checked the census, Joseph Mulvey publican lived on Regent Road kirkdale L'Pool. 253 was the schedule No. not the house No. There is a photo of The Atlantic pub Regent Road on Flickr?  :-\

if you haven't already done so, take a look at Old Mersey times site and search St helens pubs.. transfer of licenses...It only covers the 1890's unfortunately but features the Star Hotel, amongst others... I couldn't spot any of the names you mention but you might.
I have an ancestor in Chester who was a publican on a census but in the trade directory she was listed as a beerseller..a lot of folk turned their homes into inns..worth bearing in mind during your search I guess. ;)

Many thanks for that I have not found that site before looks like it will be useful
Shame it doesn't go back to my lot but i like to find out about the pubs they were at in general Its such a shame so many have disappeared with out trace. Pubs were very important places and often the center of the communities life

I am told the Atlantic was about  No. 160 so little by little we are finding that one
