I was going to suggest He was a Hotel Bell Boy,but i have just noticed he is holding some kind of leather whip.With what looks like a silver ring on the bottom
a bandsman maybe they wear white gloves?

The man in the uniform was born in 1882 and i think that he would be about 18 in the pic, he was in the Royal Horse Artillery in WW1, although he did enlist in 1900, i know that he was in India at some time.

The collar badges look like an early version of the RA 'grenade'.
