It would help if you could give a locality or even just a county.

There is the following 1861 Census entry:

RG9; Piece: 312; Folio: 94; Page: 49
13 Cross Street, Southwark, Surrey
George Nicholson  Head Mar 34 Fishmonger   Norfolk
Sarah  "  Wife 35              Essex
William "  Son 12  Scholar Norfolk, Dereham
Sarah  "  Dau  12    Essex, Harwich
George " Son 6  Middlesex, Mile End

There is also the following marriage:

13 Dec 1868 St John The Evangelist, Waterloo, Lambeth
William George Nicholson, full age, bachelor, ?, Princes ? &
Sarah Bleach, age 20, spinster
Fathers: George Nicholson, fishmonger and Thomas Bleach, carpenter
Witnesses: ? Bleach and Sarah Bleach

The ages and places of birth for George and William in the 1861 Census agree with the information you have provided. With William and Sarah (Jr) both being aged 12 but born in different places, William is probably George's but not Sarah's son (and vice versa for Sarah (Jr)). Additionally, the 1851 Census shows William as being William G. Nicholson.

Charlotte Cooper Dunn was born on 22 Dec 1829 and baptised at East Dereham on 5 Jan 1830. Parents: Robert and Sarah Dunn (late Cooper). Robert was a blacksmith. Abode: Dereham.

George Nicholson was born on 18 Jun 1826 and baptised at East Dereham on 16 Jul 1826. Parents: James and Mary Ann Nicholson (late Hopson). James was a butcher. Abode: Dereham.

If these are the correct George and William, has Charlotte died before 1861 or have George and Charlotte separated?

I also saw this census but was doubtful about it.

There is a change of county, a change of occupation for George from plumber to fishmonger . Then there is a change of wife and I could find no death for Charlotte.

All these changes are possible but a little iffy.

Bearing in mind that divorce was almost impossible for the average person in the 1850s George and Charlotte Nicholson may have only separated. Charlotte may not have died but be living with someone else (possibly under another name) in 1861.

I can't find a suitable marriage for a George Nicholson to a Sarah which suggests that George and Sarah may not be married to each other in 1861 (their status of married may be correct but they are not married to each other). If Charlotte has not died then George could not marry Sarah.

If the above has occurred it would not be unsurprising for George to have left Norfolk.

Marriage: -

20 Jun 1871 Trinity Church, St Mary Newington
George Nicholson, full age, widower, fishmonger, Stones End &
Sarah Webb, full age, widow, Christchurch Southwark
Fathers: James Nicholson, deceased and James Smith, deceased

The 1851 Census has the following information for Sarah (and her daughter Sarah):

HO107; Piece: 1553; Folio: 650; Page: 17
23 King Street, Mile End
Thomas Webb Head 29 Painter and glazier  Essex, Harwich
Sarah Webb Wife 27 West ?
Thomas Webb Son 7 Essex, Harwich
William Webb Son 5 " "
Sarah Webb Dau 3 " "
Lucy Webb Dau 11 Mo Middlesex, Lond

Marriage: -
Thomas WEBB & Sarah SMITH
12 343 Tendring Jun 1843 qtr
(submitted IGI record has this marriage at Harwich on 21 May 1843)

In the 1861 Census, Thomas is back living with his parents in Harwich and has only the children Thomas and William with him (RG9; Piece: 1094; Folio: 48; Page: 22).

The following is the death of Thomas Webb and perhaps also Charlotte Nicholson. George and Sarah, therefore, could not marry until Thomas Webb had died. George may also have been prevented from marrying Sarah if Charlotte did not die until 1871.

NICHOLSON Charlotte * - 4b 86 Norwich Mar 1871 qtr (age 40)
WEBB Thomas - 4a 171 Tendring Jun 1871 qtr (age 49)
(* See my next post for an alternative explanation, although it doesn't seem very likely for the reason given)
