He is Ronald Irwin b c1903 England.

THE only one I could find was a Ronald Leslie Irwin died aged 70 in 2009

Well that narrows it down - he must have died somewhere 

His father was Harlow Irwin, his mother Helen (or variations on the name) Capper.
