The marriage definitely was Whelan to Waters, plus my father remembers his grandmothers family name. But the age is right, relative to the marriage date, and the occupation of husband is also correct. So a father in law "Dunn" may have been a passer by, or it could be the father of her mother-in-law?

Do you find the census return s somewhere other than the FreeCensus UK site?

No I found the census entry on Ancestry. Dunn doesn't necessarily mean the father of the bride was John Dunn he may have been another relative such as an uncle. And the only likely Joseph Whelan marriage at that time in that area is to Elizabeth Waters.

If that is the right Elizabeth that means that her family must have emigrated to England after 1850. It is more likely they came in the 1860s or even early 1870s.

Hang on. It was John  Quinn not Dunne who was with them in 1881. Aged 76 born Tipperary, Ireland.

And a Mary Waters, lodger, aged 52 born Galway, Ireland was living with them. She was a midwife.

Could be:

Mary Waters age 52 was mother of Elizabeth Whelan (nee Waters) age 23.

And John Quinn age 76 is father of Mary Waters?

Could well be. Maybe you were mistaken in thinking her name was Elizabeth. If so that is 3 generations under one roof.
