James HOWARTH (Phoenix) and Ann CADD (Sir Charles Forbes) applied to marry in 1829 but were refused until he was able to prove that his former wife was deceased.

http://portal.archives.tas.gov.au/menu.aspx?search=5James' conduct record states that he had a wife and two children at Norland near Halifax, and a father and mother at his native place, Ros(s)endale Lancaster. It is not clear to me if "a weaver" refers to James or his father.

https://familysearch.org/pal:/MM9.3.1/TH-1951-35347-2676-67I haven't been able to find a copy of James' death cert amongst the family trees I see posted online but you can pay for it and download online on the Vic registry's website and it may provide enough family info (place of marriage, name of wife and children, birthplace) to tie it all together. I can see from the death index that his parents are not named on the certificate.
Finding the correct baptism and marriage for James will likely have to be a best guess during that time period but the parish registers for the Rossendale area would be a good place to start to look for a baptism and burial/death of his parents after 1821.
If his wife was living in Norland, you may find that there is a record of her seeking parish relief if she was left without support. You may also find baptisms for their children, depending on how long they were living there.
