Yes thats him, still proving difficult to pin his birth down and find out who his parents are but wont be deterred.

There's also a birth for a Harry Frederick Osment in Jun quarter 1875 in Frome. (freebmd)
Can't see any marriage/death for him.

thanks for that, between the 1891 and 1901 cencus he becomes Frederick Kimber

Martha was the sister of James Kimber - Frederick was living with him in 1891.  Their parents were Charles & Charlotte

See also 1881 entry already posted above - I would hazard a guess that Martha was his mother and she then married Osment

Martha was still with parents Charles & Charlotte in 1871
