If you have photoshop then you can do it yourself.
(Produce a negative, I meant to say)

The following tutorial will tell you how to do it

I haven't looked but GIMP should be able to do the same....

Thank you emjaybee, you are immensely thoughtful...I really appreciate your efforts...

I know there are some things that can be done with old photographs through a darkroom...although I haven't had a darkroom in 20 years, that may be the only avebue available to improve the photo...

ANd yes, I do have Photoshop, although I haven't done much with it since I used Mac's 10 years ago...

But this does give me more to contemplate in where to go next...

Thank you all.. :)

I don't think there's much that a photo-lab could do that we can't do now with scanners and photoshop.  :)  It's a matter of starting with the best scan possible, and then working from there.

Craig, if you have the original, can you try scanning it again and saving it without jpg compression?  I think that must be why we can't make much from this, as the dpi shows as 300 and it is in RGB colour and is a good physical size, but it's only 55-ish kb.

There is some information on this board if you're unsure how to go about this:
