On the 1871 census the Lee family is, as you have seen, in Shore House (Page ref 5185-14-21)
On the 1891 the Lee family is also at " Shore house" , not Shore Tower. ( Page ref 4268-77-12)
The census enumerator Alexander Lounton for the Lee street address wrote ......

His dash or hyphen after the "do" is directly above the "lower case" letter " h". I think you have read the combination of these two as a capital letter " T"
.
If you read Alexander's decription of "District 18", you will see his describes the boundary of "Piece" 4268 and the streets contained therein including Dock View then Shore house. There is a Tower Road in this "piece" but it is not covered until Page ref 4268-86-29, through to 4268-88-33.
I noticed in Tower Street there was a waterworks. I wonder if there was once a water tower there ?
Trivia Angle. Alexander's family is on the page after the Lees. His day job was Solicitor's Clerk.
Personal Angle. Although I am a South Northumbrian, I was lucky enough to get an annual week's hol in this area- in a holiday camp called Carr Rock Holiday Camp. Carr Rock gets a mention in enumerators descriptions
