Can only guess... but it looks like Mort Cloth... Mortuary Cloth ??

I hadn't heard of a Mort Cloth before, after a quick search: http://freepages.folklore.rootsweb.ancestry.com/~bldr/funerals.html and that seems to be accurate.

This is located in Berwick, Scotland.

It either looks like Bellshiel or Bellshill
