Those records are basically assembled from indexes made by various local history groups in France and Belgium. They can be accessed via Patro.com They are by no means complete in either geographical scope or time period; it depends what bits each local group has done. To access them requires that you buy "units" - it's a pay per view thing. I've never tried it out myself.
Of those 49 records, 40 are early parish records in Ardennes (dates 1608-1696). 4 are from Belgium but are from 1679-1750. There are two marriages in Nord department which are the most likely to be relevant.

Bruay-sur-l'Escaut, Hergnies, Marchiennes
(in particular there is a Marie Catherine Bonivert from Liege who was in Hergnies - or possibly Marchiennes - in the 1840s).
http://files.usgwarchives.net/ca/nevada/voters/1890/vote-ab.txt - incidentally here he is as "Paschal". He must have naturalised early on. Birthplace as "EEL" (??) - John Blomme who has the same birthplace is listed as Belgian in the 1920 census, I think.
