I think that prior to the municipal cemeteries, burials took place in the churchyards. There was a burial act to address public health issues in the 1850's and this is when the local authorities started to set up the municipal cemeteries.
What date are you looking at?
There are some burials on
www.lan-opc.org.ukFailing that the records would be parish records kept by the individual churches. Also for Wigan, I think Lancashire Records Office should hold burial records too.
There is a National Burial Index available on CD. It might also be available on one of the subscription sites but I am not sure.
