A possible sighting of William in 1841:
HO107/582/8
Manchester
Hariott Stephen, 20-24 (indexed as Chalotte but I think it's Hariott)
Wm Stephen, 5
If this is the right William, and if Hariott/Charlott is his mother, she may have (re)married so that both are under another name in 1851.
I thought I had it when I came across a John Norton, 25-29, dyer married to Elizabeth in 1841 (HO107/580/12) and a John Norton, dyer, 38, married to a Hariet, 33, with two children: William, 14 and Frederick, 3 in 1851. It had all the hallmarks of a second marriage, but the only John Norton/Harriet marriage I can find is one in 1846 to Harriet Walmsley. It may be her maiden name, but is looking increasingly unlikely.
I have posted this on another thread which shows that the New Zealand Samuel is unlikely to be this Samuel:

1817: Samuel Stephens, 23 m Caroline Bowes, 26 they had a child, Mariah, in 1818, but that leaves quite a gap until 1834.
1826: Samuel Stephens m Jane Capper. They had Elizabeth, 1829 and John Harris, 1828; but he was described as a painter in 1826.
