Hi,
Hartshead village appears to have been under the control of Aston-under-Lyne Council for many years. As Ashton is now under the Tameside Metropolitan Borough Council, it would be a good idea to see what the  Tameside archives have in relation to the village. With luck it may have had a local newspaper. There's a contact facility here: http://www.tameside.gov.uk/
