Can the shadows be removed?

This is a picture of my dad and his parents- one of the few he has with them all together but the color is faded and there is a shadow over my grandfather.  I am trying to organize a family album for all the great grandchildren and would like to include this photo if someone can do something with it.  Thanks in advance for any help.
