I found a James and Isabella Bell in Nanaimo on the 1911 census but he is listed as being born Oct 1879 in Ireland.

Isabella Bell, wife, 30, born Feb 1881 in Ireland, immigrated 1902
Grace E Bell, daughter, 7, born Oct 1904 in British Columbia
Stanley Bell, son, 6, born Mar 1905 in British Columbia
Martel Bell, daughter, 3, born Apr 1908 in British Columbia
Dorethy L Bell, daughter, 1, born Apr 1910 in British Columbia

I did find an Isabella Allen who sailed on the Mongolian which arrived on 7 Jul 1902 in Quebec. The passenger list indicates she was headed for Nanaimo.
