What is government viewer? It is my great grandfather's occupation as listed on my grandparents' 1942 marriage certificate. He had previously been a painter in the Royal Navy during WW1, then a signwriter. Any ideas greatly appreciated.

A Viewer is A person appointed to examine or inspect something, either on a special occasion or permanently; in later use esp. an inspector or examiner of goods supplied by contract OED
