These early censuses are head of household only and not really much use.

I found a Thomas Bell in 1811 living in Robinsons Row.  His occupation is given as Grover.
In 1821 there was a Thomas Bell living in Well Street, a coal Merchant.  There were 9 males and 7 females in the household

Parish registers of St. John, Hackney confirm that this Thomas Bell was indeed the Well Street coal merchant.
