Thank you I have those but still can't find a birth record - it's just so frustrating!

Presumably you've discounted the Charles Shufflebotham , Jun Q 1881 in Prescot and the Charles Shufflebottom, Sept Q 1881 in Manchester?

The birth for Manchester also has a death for the same name at the same time so I have discounted that, the preston one is not one I have considered although do not want to purchase any more birth certs that aren't the right ones!!

Do you know that if you apply to the local register office (ie not GRO) and give details such as father's name is  Charles or Charles Edward , the local record office will not charge you anything unless the details you give and the details on the certificate match.  The trick is to be specific enough without being too specific.  If , for example, you say father's name is Charles Edward, and it only says Charles on the certificate, they won't send the certificate but you won't know whether the father's name was Charles or Noggin the Nog.  In this case, you might say "father's full name was Charles Edward but I will accept Charles or Chas." or whatever criteria you will accept.

His bday was in Feb - did births get registered promptly or could it take a while? Ie - is the qtr likely to be qtr 1?

There was a time limit that you had to register by, I think it is/was 6 weeks.  After the time limit, I don't  think you could register atall.  There are other posts here on Rootschat with the definitive answer,  just put a suitable phrase into the Search facility.
