I'm not aware of where you live, but do you realise that Surrey is a County, not a town, in other words it's a huge area in England and this surname you are asking us to search for is Smith - about the most common name in the country.
Might I suggest that you find him in the 1911 census which you can search for yourself
http://www.1911census.co.uk/ and then when you have more information you can give us more details ie birthplace would be good, if he's married by 1911 then you can search for the marriage details and from the certificate you can let us have his father's name and their address at the time of marriage to help.
Just to finally clarify- are we supposed to search for a male - Frederick? or female - Louise?
